What is a condition survey and when does your organisation need one?

A condition survey is a structured, professional assessment of the physical state of a building or estate. It documents what exists, what condition it is in, and what the likely maintenance and replacement costs will be over a defined period, typically five or ten years.

The output is a written report with photographic evidence, a prioritised schedule of works, and indicative costs. The best condition surveys are written to be useful, not just comprehensive. They distinguish between what needs addressing now and what can wait, and they are structured in a way that a board or trustee body can understand and act on.

Who needs one?

Condition surveys are most useful for organisations in the following situations:

**You are taking on a new property**, whether through lease, purchase, or transfer, and need to understand what you are inheriting before committing.

**You have a maintenance backlog** and need evidence to help prioritise spending or make a funding application.

**You are planning a capital programme**, such as a refurbishment, extension, or significant building work, and need a baseline assessment of the existing condition before design work begins.

**Your board or trustees need assurance** that the estate is being properly managed and that liabilities are understood.

**You are due for an Ofsted inspection or regulatory review** and need documented evidence of how the estate is being managed.

What does a condition survey cover?

A thorough condition survey will assess: structural integrity, roof condition, external envelope (walls, windows, doors), services (electrical, heating, plumbing, drainage), internal fabric, and any specialist elements such as asbestos, fire suppression systems, or sports surfaces.

The depth of assessment will vary depending on scope. A high-level desk survey is useful for an initial overview; a detailed element-by-element survey is required for capital planning or pre-acquisition due diligence.

How often should you commission one?

For most organisations, a full condition survey every five years is a sensible baseline, with annual reviews of higher-risk elements in between. Some funding bodies require a current condition survey as a condition of grant.

If your estate has changed significantly since the last survey, through extension, refurbishment, or changes of use, an updated survey may be needed sooner.
